Director of Information Technology at Lutheran Social Services of the Southwest, where he leads all IT initiatives and oversees day-to-day technology operations. He focuses on strengthening data security and advancing digital transformation to enhance organizational efficiency and support the delivery of critical services across Arizona communities.

Luis brings extensive experience in IT leadership across both public and private sectors. Prior to joining LSS-SW, he served as an IT Administrator at Quantum5, an e-learning company, where he established and built the foundation for the organization’s IT department. He also served as an IT Area Manager with the Arizona Department of Corrections, overseeing four prison complexes across the state and leading a team of 12 system administrators while supporting large-scale, mission-critical environments.

Earlier in his career, Luis worked with the Arizona Department of Education as a Database Administrator, supporting statewide special needs programs. This experience provided him with a strong understanding of government operations, and the role technology plays in delivering essential public services.
